if you’re talking about a sump, all you have to do is hang your overflow just below normal water height, thats all. as the water drains so does the water level in the tank so when it goes below the overflow no more water will drain, the pump keeps the water above the overflow keeping the flow going. so the water is regulated by the pump and will be going at the same rate. this site explains a lot http://www.reefkeeping.com/issues/2003-0…
you do not worry about getting the water out at any flow rate. The water will only flow out as fast as it is pumped in. If you buy a wet dry filter you need a overflow box if your tank does not have a build in overflow.
